Reporting to the Vice President & Chief of Staff, the Vice President and Chief Human Resources Officer (CHRO) is responsible for the strategic direction, innovation, and transformation of the University's human resources functions. The CHRO will oversee the development and implementation of comprehensive HR strategies aligned with the university's mission, vision, and goals, with a strong emphasis on HR transformation, organizational effectiveness, and talent management. This position will work closely with senior leadership to foster a positive and inclusive organizational culture while advancing human resources practices that attract, develop, and retain a high-performing workforce. Supporting an employee base of approximately 4,000 faculty, staff, and student workers, the CHRO will ensure that HR policies and processes respond effectively to emerging workforce trends, enabling all employees to thrive in fulfilling the University's mission. In addition, the CHRO will lead, mentor, develop, and empower a dedicated staff of approximately 37 human resources staff who share a deep commitment to supporting the UTEP community.
This is an especially exciting time to join UTEP as the institution advances efforts towards its ambitious 2030 Strategic Plan , which focuses on the University's strategic advantages – its place, its people, its culture of care, and its partnerships – and lays out a roadmap to leverage those advantages to achieve four strategic goals tied to its mission during the next decade. The CHRO, in collaboration with other members of the executive team, will serve as an instrumental leader in defining the future of the University. Key measures for success will be establishing a robust training and development program to invest in meaningful advancement for staff and faculty, creating a systematic approach to employee development, succession planning, optimizing HR systems, and modernizing HR infrastructure and practices to ensure a human resources division that is characterized as proactive, solution oriented, collaborative, and people centered.
The successful candidate will be a dynamic executive with a growth mindset, a reputation as a visionary and facilitative leader, a solution-oriented approach, and the highest degree of integrity. In addition, the CHRO will possess a minimum of 10 years of senior-level human resources leadership experience, including at least five years in a transformational or strategic HR role, preferably within a higher education or complex public-sector environment; proven expertise in HR strategy, talent management, organizational development, and HR technology, with a track record of leading successful HR transformation initiatives; and a master's degree or higher in human resources, business administration, organizational development, or a related field.
